CAMPUS ADMINISTRATORS, DEANS, DIRECTORS, AND CHAIRS:

Over the years it has become apparent that Berkeley has not had a clear and consistent rationale for the ways in which it awards off-scale salary increases in several non-faculty academic titles.  The guidelines below aim to produce fair and consistent outcomes that will provide our most senior and distinguished non-faculty academic appointees with salary trajectories comparable to those available to their ladder-faculty counterparts.  The provisions for specific titles are sensitive to differing policy constraints originating with the Academic Personnel Manual and other University guidelines.

The following are Berkeley’s guidelines for merit increases beginning with those that are effective July 1, 2013:

Researcher:  Provisions for salary increases beyond Step IX are outlined in APM 310-17.  A normal merit increase will be equal to the dollar amount of an Above Scale increment for a ladder-faculty member.

Specialist/Project Scientist:  Once the incumbent reaches the top step on the published scale (Step V for Specialists, Step IX for Project Scientists), the time interval before the next merit review will increase to a minimum of four years.  A normal merit increase will be a flat dollar amount corresponding to the difference between the top two steps on the scale.

Academic Coordinator I and II:  Once the incumbent reaches the top step on the published scale, the time interval before the next merit review will remain a minimum of two years.  A normal merit increase will be a flat dollar amount corresponding to the difference between the top two steps on the scale.

Academic Coordinator III: Once the incumbent reaches the top step on the published scale, the time interval before the next merit review will remain a minimum of three years.  A normal merit increase will be a 5% increase over the previous salary rate.

Please note that all merit increases above the maximum of the series must be routed to the Academic Personnel Office for approval.

Regards,

Janet Broughton, Vice Provost for the Faculty
